THE MAURITIUS POST LIMITED (MPL) is pleased to invite you to submit your best offer for the provision of Mobile Payment Solutions as detailed in this Request for Proposal (RFP).

 

Background

The Mauritius Post Ltd (MPL) is a private company which took over the activities of the Postal Services Department in 2003 from the government. It was established with the objective of providing accessible, affordable, and reliable postal services to all customers, regardless of their location.

MPL provides accessible, affordable, and reliable postal services across Mauritius through a network of 119 Post Offices. As the designated postal operator, MPL offers services including: –

  • Postal and parcel services
  • Sale of postage stamps
  • Mail conveyance and delivery
  • Financial and agency services, including payments for utilities and institutions such as CEB, CWA, MT, and NTLA

 

Scope of Work

To enhance service delivery and improve customer convenience, MPL intends to implement a mobile payment solutions across all Post Offices.

The approximate number of counters are as follows:

  • Operating counters (Mauritius): 208
  • Operating counters (Rodrigues): 6
  • Mobile post office counters: 3
  • Digital Service counters: 96
  • Delivery Agents: 438

 

The successful bidder shall provide mobile payment that meet the specifications outlined in Annex 1. The scope of works should include the following:

  1. Supply and installation of mobile payment devices to all Post Office Counters and delivery agents
  2. Provide connectivity on all devices;
  3. Supply of QR codes and fixing same at each and every Post Office Counter and on the mobile Post Offices;
  4. Supply of QR codes tags to be used by Delivery Agents to allow payments when effecting delivery of parcels to customers;
  5. Provide training to end users on how to use the devices;
  6. Provide training to end users on how to use the payment solution;
  7. Provide training to end users on how to extract necessary reports and on other features on the portal;
  8. Provision for the supply and installation of additional devices, under the same terms and conditions, should MPL require additional devices at Post Offices or for Delivery Agents;

 

Tender Conditions

By participating in the Request for Proposal, you are indicating your acceptance to be bound by all the provisions of the Request for Proposal.

The information contained in this Request for Proposal and the supporting documents and any related written or oral communication is believed to be correct at the time of issue, but MPL will not accept any liability for its accuracy, adequacy or completeness and no warranty is given as such.  This exclusion does not extend to any fraudulent misrepresentation made by or on behalf of the MPL.

The MPL reserves the right to modify the provisions of the Request for Proposal at any time prior to the scheduled date for written responses.  Additional scope and requirements may be added.  Notification of such changes will be provided to all bidders.  Your bid should remain valid for acceptance for a minimum period of 120 days as from the closing date of the tender.

All queries must be submitted in writing either by post or by email to the Ag. Head of Procurement at kgopal@mauritiuspost.mu no later than seven (7) clear working days before the closing date of the tender.

Any clarification or amendment will be issued by a final addendum and posted on the website of Mauritius Post. The Mauritius Post Ltd may amend this Request for Proposal (including the date or time for closing) at any time by a written addendum issued in identical form to each Bidder.  Any addendum issued will become part of the Request for Proposal document.

 

Deadline for Submission

Offers in sealed envelope clearly marked “Procurement Reference RFP No. 08 of 2025/2026 – Provision of Mobile Payment Solutions” should be deposited in the Tender Box at the Mauritius Post Ltd, 1, Sir William Newton Street, Port Louis 11328 no later than 12 June 2026 by 13:00 hours local time.

 

Instructions to Bidders

The completed proposal must be delivered in a sealed envelope at the submission address before the time and date of the submission of the proposals indicated above.  Any bid received later than the closing date for submission of proposals shall be rejected.

Any effort by a bidder to influence the Tender Committee staff in the evaluation of proposals, or award of contract may result in the rejection of the bidder’s proposal.

The MPL does not bind itself to accept the lowest tender, nor will it assign any reason for the rejection of a tender and reserves the right to annul the bidding process.

The MPL reserves the right to split the tender without thereby incurring any liability to any Tenderer. Bids received after the prescribed date and time shall not be considered.

All documentation should be submitted.

Mauritius Post is currently undertaking a strategic review to improve its services and better meet customer expectations. Your feedback is very important and will directly contribute to shaping the future of postal and logistics services in Mauritius.

Mauritius Post Ltd informs its esteemed customers and the general public that, due to a substantial increase in the volume of air parcels and small packets, combined with limited cargo space on Air Mauritius flights to Rodrigues, the regular daily dispatch of these items has been temporarily suspended.  During this period, priority will be given to EMS services and letter mail, while the transportation of parcels and small packets will be subject to delays. Customers intending to send parcels using Colipost boxes (sizes S, M, L, and XL) are advised to use the sea freight service for shipments to Rodrigues.  We would like to reassure you that all parcels, up to a maximum weight of 10 kg, will continue to be accepted via Surface Mail. Mauritius Post Ltd has put measures in place to ensure that surface mail dispatches to Rodrigues occur at least twice a month to minimise disruptions.  We sincerely regret any inconvenience this temporary suspension may cause and appreciate your understanding and patience.
