Term of Reference for the appointment of a Consultant for Project Implementation
- Purpose
- Coordinate implementation of assigned projects across Mauritius Post and provide assistance to the Management to ensure projects meet scope, time, cost, quality and stakeholder objectives.
- Term & Availability
- Fixed-term engagement 3 months as from the date of signature of contract
- Scope of Work
The consultant shall undertake, but not be limited to, the following tasks:
Phase 1: Diagnostic Assessment
- Assist in analysing of core operations (mail, parcels, logistics, retail post offices, e-commerce)
- Assist in assessing organisational structure, governance, HR productivity and skills gaps
- Assist in the identification of the operational inefficiencies, revenue leakages and structural constraints
Phase 2: Project Implementation & Business Opportunities
- Assist in the identification of new projects and business lines (short, medium and long term)
- Assist in the evaluation of commercial viability, ROI and implementation risks
- Assist in the prioritizing quick-win initiatives for immediate cash flow improvement
- Assist in developing detailed business cases for selected projects
Phase 3: Turnaround & Transformation Strategy
- Assist in the implementing the turnaround roadmap with clear actions
- Assist in proposing the cost-optimization and efficiency measures
- Assist in recommending revenue diversification strategies
- Assist in advising on digitalisation, partnerships and outsourcing models
- Assist in defining Key Performance Indicators (KPIs)
Phase 4: Implementation Support
- Assist in providing hands-on advisory support during implementation
- Assist in building internal capacity through knowledge transfer
The consultant shall submit the following:
- Inception Report (methodology, work plan, timelines)
- Diagnostic Assessment Report
- Project Pipeline & Business Cases
- Implementation Roadmap and Action Plan
- Final Consolidated Report and Presentation to Board & Management
5. Duration of the Assignment
The consultancy is expected to be completed within 3 months
6. Reporting and Governance
- The consultant shall report to the Chief Executive Officer
- Oversight shall be provided by a Steering Committee appointed by Management / Board
- Key deliverables shall be validated by MPL Management and Board
7. Confidentiality
All information accessed during the assignment shall be treated as strictly confidential and shall remain the property of Mauritius Post Ltd.
8.Key performance indicators to assess the performance of the consultant
The board shall assess the performance of the consultant against the scope of work on a monthly basis against key deliverables.
Confidentiality & IP
- Maintain strict confidentiality of Mauritius Post information.
- All work products, data and intellectual property created under the engagement are the property of Mauritius Post.
Conflicts of Interest & Ethics
- Disclose any potential conflicts of interest prior to engagement and promptly thereafter and adhere to Mauritius Post’s code of conduct and anti-corruption policies.
Termination
- Either party may terminate with 30 days’ notice for convenience; immediate termination for material breach, gross misconduct or violation of confidentiality
