This set of “Anniversaries and Events” postage stamps commemorates four subjects, namely the Ministerial System-1957, Arrival of Manilall Doctor-1907, Centenary of Scouting-1907, and First Meteorological Observatory-1832.
Rs5. Ministerial System, 1957
The Ministerial System was established in June 1957, following the Agreement reached at the London Conference in February 1957. This system was meant to be an important and essential step in the general plan to enable Mauritius to make further progress in the development of democratic, parliamentary government.
The following personalities were sworn in as Ministers:

Rs10. Arrival of Manilall Doctor, 1907
Manilall Maganlall Doctor was born on 28 July 1881 in Baroda, Gujarat. The surname of “Doctor” was derived from his father, who was the medical officer in charge of the State Mental Hospital.
He arrived in Mauritius in October 1907 at the request of Mr. Mohundass Karamchand Gandhi who visited our island earlier in 1901.
During his stay in Mauritius he struggled for justice and freedom of the working classes. His strenuous efforts led to the improvement in the working conditions of the indentured labourers and other categories of workers. He also contributed in the safeguard of their legitimate rights. He thus became a freedom fighter of the oppressed.
Manilall Doctor left Mauritius in December 1911. He passed away on 8 January 1956.
Rs15. Centenary of Scouting, 1907
The Scout Movement, a voluntary non-political educational movement for young people, celebrated its centenary on 1 August 2007. It is open to all without distinction of origin, race or creed, in accordance with the purpose, principles and method conceived by the Founder, Lord Robert Baden Powell.
The mission of Scouting is to contribute to the education of young people, through values based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a constructive role in society.
Rs25. The First Meteorological Observatory, 1832
The Port Louis Observatory was built in 1832 by Captain John Augustus Lloyd, Civil Engineer and Surveyor General, on an existing round tower erected by Mahé de Labourdonnais and was situated in the harbour on a coral islet where now stands the Caudan Waterfront. This tower was initially designed as a wind-mill but was subsequently used as a powder store and signal tower.
The observatory was operational until 1866, when it was replaced by the Royal Alfred Observatory at Pamplemousses. The property was then sold to the Mauritius Docks in 1872. The tower was pulled down, but the adjacent building that formed part of the observatory can be seen at the Caudan.
